Men In Uniform Comic Brooch 1950's??

Very interesting brooch has what appears to be a piece of a comic strip under glass or lucite in a pewter-like setting and surrounded by clear rhinestones. I've not been able to find out anything about the picture or the brooch. Based on the construction, I think it is probably from the early 1950's. It is 1 5/8 inches across, has an old style safety clasp and is in good condition, with a few light wear marks on the glass/lucite. At the bottom right edge of the picture are the letters "PUP" or "PUB".
"Vintage" means that an item is not recently made, may have been used or worn in the past and usually only one is available for purchase.
